A man surnamed Zhao in Zhengzhou, central China's Henan province, has raised concerns after discovering that cookies marketed as Russian imports may contain undisclosed additives, contradicting the product's labeling.
Zhao, who describes himself as health-conscious and avoids foods with artificial additives, told local media that he found the cookies unusually tasty. "If they truly contained no additives, they couldn't taste this good," he said, adding that the texture also differed from other Russian-style cookies he had tried before.
A reporter who bought the same product found that the Chinese label was pasted directly over the Russian text. When the Russian label was translated using a smartphone app, multiple additives were listed — information that did not appear on the Chinese version.
The importing company responded by saying there was "no deliberate alteration". A company representative explained, "Some ingredients were not translated because their quantities fell below a certain threshold." The representative also admitted that some Chinese labels had not been reviewed, adding that such labels typically require consolidation and are generally not checked.
Legal experts said China's Food Safety Law mandates consistency between Chinese and foreign labels on mandatory items such as ingredient lists and nutritional information. Inconsistencies that fail to reflect the true composition of a food product are illegal.
Penalties for violations can include confiscation of illegally produced or sold food and additives, as well as fines. If the value of the involved products is under 10,000 yuan, fines range from 5,000 to 50,000 yuan. If the value exceeds 10,000 yuan, fines range from five to ten times that amount. Serious cases may lead to suspension of production or revocation of licenses.
